It is listed as still-open if it remains in this week, or missing-from-this-week if it disappeared without being completed. The leftover row keeps the prior owner.

Can the draft invent a completion percent?

No. The skill forbids invented progress percents and empty evidence on completed items. Missing numbers stay marked as gaps.

Does a scheduled rerun publish the report?

No. Operating rules say scheduled reruns create drafts only, and live connectors stay blocked pending a human.
